I believe these old flags were likely used for semaphore rather than as stand alone signal flags since they are a matching pair

Panama is in this one too, though not labeled but not Canada, or Greenland! Signed Eleanor Allard in tiny letters along the bottom edge 9" x 6 1 8" and in good condition, ink and crayon on construction type paper. I found Eleanor Allard of Damariscotta, ME, 1917 2005; this map likely dates to the late 1920s very early 30s.
